Short answer: the turn is the only time the unit is empty, so use it for the items that are expensive or disruptive to do with a tenant in place — GFCI and AFCI protection where it is missing, tightening and inspecting the panel, replacing failing devices and fixtures, exterior and parking lighting, and documenting anything a previous owner or handyman did without a permit. Small items now prevent after-hours calls later.
Electrical work in an occupied rental means scheduling around a tenant, powering down a refrigerator, and access problems that turn a two-hour job into two visits. An empty unit costs less to work in and lets us open panels, pull covers and test circuits without disruption. It is also the moment when you can still charge nothing to anybody and simply get the property in good shape.
A few findings deserve a real decision rather than a quick fix. Aluminum branch wiring, a fuse panel or an obsolete panel brand, a 100-amp service on a unit that has gained cooling load and appliances over the decades, or evidence of unpermitted additions all follow the property. They surface at sale, at appraisal, sometimes at an insurance claim. Handling them on a vacancy is far easier than handling them under pressure.
Cosmetic device swaps generally are not permitted work. New circuits, panel and service changes, and rewiring generally are. Pulling the permit is what puts a passed inspection on record for the address, which is exactly what you want in a file for a property you may sell. We pull permits on work that requires one and meet the inspector on site so you are not the one answering code questions.
